Home seekers who wish to rent room(s) or flats from home owners are subject to the requirements of the Subletting Flat/Room Scheme.
Subtenant Eligibility Conditions
a.
Citizenship
Subtenants must come under one of the following categories:
Singapore Citizens;
Singapore Permanent Residents; or
Non-citizens legally residing in Singapore (e.g. holders of blue ICs, work permits, employment passes or student passes)
With effect from November 7, 2006, foreign workers (non-Malaysian) cannot be subtenants.
b.
Tenancy/Property Ownership Status
Subtenants cannot be existing tenants or owners of other HDB flats, except under the following conditions:
Tenants/owners who are divorced or legally separated. Only one person in the divorced/legally separated couple may be a subtenant.
Owners who are eligible to sublet their entire HDB flat. These owners have to sublet their flat within one month after they have rented a room or flat, failing which they would have to resume occupation of their flat.
For owners of Executive Condominium units, they cannot be subtenants when the 5-year minimum occupation period has not expired.
Other Considerations

Maximum Number of Occupiers
The cap on the number of occupiers (including owners, authorised occupiers and subtenants) are as follow:
4 persons (for 1- and 2-room flats)
6 persons (for 3-room flats)
8 persons (for 4-room and bigger)
With regard to owners of 1- and 2- room flats, HDB does not allow for subletting of room(s). These owners may only sublet the entire flat.
