Eligibility Conditions

There are two main prerequisites that have to be met before you may sell off your flat. They are:

  • Minimum Occupation Period
  • Ethnic Eligibility of Buyers
 
Minimum Occupation Period

Flat owners are required to physically occupy their flats for a minimum duration – known as the Minimum Occupation Period – before they are allowed to sell them on the open market. The length of the Minimum Occupation Period depends on several factors which are summarised in the following table. Do note that if you’ve sublet your entire flat, the period of subletting will not be factored into the computation of the Minimum Occupation Period.

1-room flat No minimum occupation period.
HUDC flat
Flat bought directly from HDB (as opposed to those bought in the open market) 5 years from the effective date of purchase.
Flat bought under the CPF Housing Grant Scheme
Flat bought under the Selective En bloc Redevelopment Scheme (SERS) 7 years from the date of flat selection, or 5 years from the date of possession of the replacement flat, depending on whichever is earlier.
Resale Flat bought in the open market
  • Owner has obtained a loan from HDB:2.5 years
  • Owner has not taken a loan from HDB; or
  • Has refinanced HDB loan with bank or financial institution; or
  • Fully amortised the HDB loan:1 year

    You can use HDB’s e-service, Computation of Occupation Period for Purpose of Resale, to compute the minimum occupation period for your flat.

     
    Ethnic Group Eligibility

    In the interest of promoting racial integration and harmony, and also to circumvent the formation of racial enclaves, HDB’s Ethnic Integration Policy requires a balanced ethnic mix in public housing estates. A flat owner is allowed to sell his flat to a buyer provided that the new occupants do not cause the prescribed ethnic composition to be disrupted.

    Once the limit for a given ethnic group in the block or neighbourhood has been reached, no further sale to that ethnic group is allowed.
