HDB-related Terminology

2-room Flat:
A 2-room flat consists of a living area that can be partitioned to create an extra room if required, one bedroom that comes with an attached bathroom, a kitchen and a storeroom-cum-apartment shelter. Such a unit typically has a floor area of 45 sqm.
 
 
3-room Flat:
It is an apartment that consists of a living area, a main bedroom with bathroom attached, one other bedroom, kitchen, common bathroom, service yard and a storeroom that doubles up as a emergency shelter. New 3-room flats range from 60 – 65 sqm.
 
 
4-room Flat:
A 4-room flat has a floor area of about 90sqm. It consists of a living/dining area, main bedroom with attached bathroom, two other bedrooms, kitchen, common bathroom and storeroom-cum-apartment shelter.
 
 
5-room Flat:
Having a floor area of about 110 sqm, a 5-room flat can easily house a family of four to five people, and is spacious enough to even accommodate a small extended family. It comes with a living area, dining area, kitchen, main bedroom with bathroom attached, two other bedrooms, common bathroom and storeroom-cum-apartment shelter.
 
 
Executive Flat:
At 130 sqm, the executive flat is the largest in the HDB range and is the crème de la crème of the family. An executive flat has a living area, dining area, kitchen, main bedroom with attached bathroom, two other bedrooms, common bathroom and storeroom-cum-apartment shelter. There is additional space that can be alternatively used as a study room or conjoined to the living area. Some executive flats have balconies as well.
 
 
Power of Attorney:
A Power of Attorney is a document signed by a person ('donor') in the presence of his solicitor or a Notary Public which empowers another ('attorney') to act on his behalf and in his name on matters specified in the Power of Attorney .
 
 
Studio Apartment:
Available in two sizes – 35 m2 and 45 m2 – studio apartments can accommodate one- or two-member households, and are designed to meet the needs of the elderly. These apartments are equipped with features such as non-slip tiles, level flooring throughout, support hand bars and pull cords linked to an alert system for emergencies – all these to ensure the convenience and safety of our senior citizens.
 
 
Subtenant:
A subtenant is a person who rents a HDB flat or room from HDB home owners.
 
 
Tenant:
A tenant is a person who rents a HDB flat directly from HDB.

Controller of Housing (COH)

The Controller of Housing oversees the various Housing Developers Acts and Rules.

This includes the issuing of Housing Developer's Licences and Qualifying Certificates, the approval of amendments to the prescribed Sale and Purchase Agreements and the management of the proper withdrawal of money from Project Accounts

 
 
Electronic Development Application
Under the Electronic Development Application, or EDA, you can submit Development Applications (DA) electronically, submit text files, CAD drawings, and get them 'signed' and 'approved' on-line.
 
 
Licensed Housing Developer

A licensed housing developer possesses a housing developer’s licence from the Controller of Housing. This license allows him to carry out a project of more than 4 units of housing accommodation and is necessary before the construction of the housing project starts.

He is subjected to the Housing Developers Rules and the Housing Developers (Project Account) Rules, which are platforms for fair market practice in the sale of uncompleted private residential properties.

 
 
Plan Lodgement Scheme

If you are renovating your landed property, this authorized scheme can help carry out your renovation plans without the need to apply for planning permission.

It is essential to engage a Qualified Professional (registered architect or engineer) to lodge the plans if your properties are located in designated housing estates and meet certain criteria.

Once the plans are lodged, you are not required to apply for additional approval and you will be given an acknowledgement letter from URA.

 
 
Sale/No-Sale licence

A "Sale" licence permits the sale of units in a housing project with the Building Plan Approval from the Commissioner of Building Control under the Building Control Act.

A "No-Sale" licence permits the construction of the housing project but not the sale of the units. A developer with a "No-Sale" licence must obtain the Temporary Occupation Permit ("TOP") and the consent of Controller of Housing for the conversion to a "Sale" licence before he can sell the units.
